I found this song a while back on YouTube in a cassette recording of a show called "Modern Music" on the radio station KNAC that someone posted. The video which I found the song in is here: https://www.youtube.com/watch?v=YThqFSsLmFs.
There is a list of dates that the other songs were published on in the comments section of the video. The comment is quoted below:

If all of these dates are correct, the earliest time I believe that this could've aired is the spring of 1982. Unfortunately, I was unable to find out anything else that could lead me to the name of the song or who performed it. Any help finding out what the song's title is and/or who performed it is appreciated.
