I think that song calls "Scotland" or some place. If you pay attention, you can listen the word "land" into.

I would recommend you to start checking the songs from the 80's with the word Wind in the title,
because this is a different version of Chris De Burgh's song Eastern Wind.
So the song's title could be very likely a little different as well (probably to avoid as much as possible the copyright issues).
There is no such word as Scotland in the lyrics.
It is very likely from Germany or Austria, eventually Switzerland or Denmark.
Genre: Rock / Pop / Electronic.
