Obviously the title is "Trans-Siberian Special". NO idea who the group may be... Suburban Lawns maybe?

the dude sounds a little like Falco. I don't think its Suburban Lawns, they sound more punkier.

You're right, it sounds like Falco but I don't know if he
released someting before 1982.
