Sounds a bit like a Roger Hodgson (of Supertramp) solo effort, but the voice isn't quite right.

The song sounds a bit different here but The Tarney Spencer Group has the same song called "Alive" on the Run For Your Life album. The CD is out of print but you can find it on ebay from time to time.
