This song is from a concert recording a friend gave me. I'm trying to get some idea of when the concert was. This is the last few seconds of the tape, with a song coming over the venue's PA. Any help is greatly appreciated!

sounds like the singer from "Shalamar" or Shalamar itself...

That is definitely "Dead Giveaway," a hit for Shalamar from 1983.
