Early 80's Post Punk song still unsolved..3rd try.

Can anyone help me ID this song? It was recorded from WHFS 102.3 FM Bethesda, Maryland back in the early '80's,
If anyone can help me it would be greatly appreciated...Thank you!

Band that immediately comes to mind is Ash.
But the era is wrong...

Sounds really low fi. Sure it wasn't a cassette released by a local band?
