New Wave Outpost Forum

I heard the coolest new wave song on an college radio station having an 80s night and never got the name of it. A guy sang it and I remember part of it he said "everybody knows" I think. Also, it sounded like a woman in the background was saying "when" Throughout most of the song. Finally towards the end the guy sang "this is dedicated.....to the one I love" and it repeated. Sorry this is vague but its driving me nuts. Thank you for any help
