Song from the mid 80s

There was a song that had a refrain which went like" One in a million, one in a million, one in a million children. The singer was a male vocalist with a very lush, dramatic voice, sort of like David Bowie, Bryan Ferry, but a bit deeper. Perhaps not even a new wave artist. Just a really beautiful mid-tempo pop song.
