Pretty sure the title is something with "Fascination" but there are too many "Fascination" songs...plus, you would get inundated with Gary Numan's "Your Fascination" results when looking for it on a search engine...

This sounds a lot like Julien Cope and/or the Teardrop Explodes. And from the brief snippet posted, it sounds a bit like it could be a cover of Cabaret Voltaire's "Just Fascination". Maybe.
