I found this song a while back on YouTube in a cassette recording of a show called "Modern Music" on the radio station KNAC that someone posted. The video which I found the song in is here: https://www.youtube.com/watch?v=YThqFSsLmFs.
There is a list of dates that the other songs were published on in the comments section of the video. The comment is quoted below:
Cries and Whispers – December 1981 (b-side of everything's gone green single. The album which has this song, "Movement", was released on 13 November 1981)
Defamation Innuendo – March 1982 ( on same album as "Wild in the Streets)
Drugs of Youth – 1981 (https://en.wikipedia.org/wiki/Demolition_War)
Failures – 3 June 1978
Help – Oct 1976
Thirsty and Miserable – December 1981
Jodie Foster’s Army – 1981(https://en.wikipedia.org/wiki/Blatant_Localism)
Bricklayer/Tired of Doing Things - 1982 (https://en.wikipedia.org/wiki/Land_Speed_Record_(album))
Protest and Survive – 1981 (https://www.discogs.com/Varukers-The-Va ... se/5415987)
Wild in the Streets – March 1982 (On same album as "defamation Innuendo")

SIDE B
Do You Believe in the Westworld? – February 1982
Sexual – October 1981 (https://www.discogs.com/UK-Decay-Sexual ... ase/390905)
Anybody’s Baby – 1981 (https://www.discogs.com/Various-Backlash/release/991482)
Generation of Scars – 1980 (https://en.wikipedia.org/wiki/Oi!_The_Album)
Yesterday’s Not Here – 1981 (https://en.wikipedia.org/wiki/Homosapien_(album))
Do or Die (Dub) – 1981 (https://www.discogs.com/Various-Methods ... ease/33060)

If all of these dates are correct, the earliest time I believe that this could've aired is the spring of 1982. Unfortunately, I was unable to find out anything else that could lead me to the name of the song or who performed it. Any help finding out what the song's title is and/or who performed it is appreciated.
