New Wave Outpost Forum

Does anyone know this obscure single (might have been a mini LP) that was at some point posted on Vinyl Obscurity back in the day? I've tried the wayback machine with no success. The sleeve was mostly black with a scarecrow in a field that was in some kind of inverted color (light blue or green). I think the genre was minimalist new wave or post punk.
