It's hard to classify what is "new wave" versus "progressive" versus "alternative" but then where does Gary Newman, Devo, or Romeo Void fit in? Hard to classify. You can argue this, but I feel new wave started, at least for me, in 1982. I don't remember a

Wasn't "Politics of Dancing" by ReFlex, & not by UltraVox .... I don't feel like digging up my vinyl right now, but I'm pretty sure that song was Not Ultravox ... anyone else.....

but isn't new wave more of a movement rather than a particular sound?

cause that would really narrow the field down

I think if I were to burn another "new wave" compilation (encompassing different genres) that are generally overlooked on most new wave cd's, it would probably include the following:
