I don't listen to many pop artists from there, mostly punk bands, but when I was in Japan I did enjoy listening to Puffy and Love Psychedelico quite a bit.

Ya gotta love Frank Chickens "Get Chickenized"
Weird, arty female band with lots of songs about food.

Shonen Knife's "Twist Barbie" is an all-time classic.
