When were the None Night Of Flexipop compilations created?

The oldest dates I have found came from someone re-sharing the None Night Of Flexipop compilations on this site in December 2006, but I know the compilations are older than that. I have seen people on blogs talking about finding these compilations on the earliest file sharing sites, such as this one:

There is also this ancient website that visually loold to be dated around 2000-2003. The author explains that these weren't their compilations:

Although I am curious to know when these were made just for the sake of the fact itself, it would also be nice to update the tag information of my MP3s. Maybe whoever was responsible for creating these compilations nearly twenty years ago is a member of NWOutpost and can answer this. Compilations like these expose obscure tracks from decades ago to a new younger audience, such as myself. There doesn't seem to be a history of when these popular and influential compilations appeared unfortunately.
