I think I mentioned here or in another thread that I owned the Canadian 12" (this is where my transfer of the Instrumental Version came from). While I no longer have it, and cannot put it on the turntable to verify with 100% certainty, I CAN say that the mix in the youtube video is a version I'm 99.99% positive I've never heard before. Beyond that, as someone who has made my fair share of copy-and-paste homemade mixes, it sounds more likely be the work of a fan or a DJ remix service (like Hot Tracks or similar) rather than an official mix.
When the "Everything And More" CD came out, I deleted my vinyl transfer of the Canadian 12" mix from my collection, most likely because it was either a) the same mix as the one on the then "new" CD or b) the version on the CD was the same mix, but longer - as you mentioned in regards to the USA promo 12". So, from my experience of owning and transferring the Canadian 12", and my admittedly somewhat foggy memory of it, my educated guess is the Canadian 12" mix is likely the same as USA promo 12" mix.
