Quite the opposite. The newscaster and the suspect really do look similar.

Which is not to say that the newscaster or the drawing look like every other black man. They don't. If there were no other similarities besides race it wouldn't be funny. But there are many other similarities: haircuts, chins, moustaches, foreheads...
