Yeah, yeah, I know he shouldn't have said it, but like "niggardly," it has nothing to do with race.
The the reference is to the farm tool and probably originates from "ligonem ligonem vocat" (actually a Latin mistranslation from Ariostophanes).
Literally it means "he calls a hoe a hoe." See, even better.
