1290 *might* be The Little Legends. It sounds like them. I have a couple songs (Swamp Walk and The Body Bank) that are of similar synth-surf style (one instrumental, which is especially similar in style to 1290, and one with vocals). The songs are on a compilation called Paper Boats in Puddles, and it credits Little Legends as being on Backs/Crysalis Music and from 1987.
