operator keeps repeating "no, no senior"

Hey, they play this one every so often on KROQ in L.A., but I can't remember who does it. A telephone operator keeps repeating "no, no senior" and then something about Don Quiote (I think it's about him not being there or something). It also has a catchy beat and I know it is NOT Kraftwerk. Please help!!!!
