I heard this song while in Toronto last week (CHUM-FM). The lyrics contain this phrase or something very similar. It was played during their 80s lunch show, and sounded very much like early-mid 80s U2 (but I don't think it was).
Any ideas as to who or what?

The keyboardist is Sam Sniderman's son of Sam The Record Man fame.

I must have spent $200(CAN) at Sam The Record Man when I was in Toronto. No idea it had a connection to Blue Peter. So when you're on Yonge street "don't walk past" Samtherecordman, stop on in.
