Need help iding an old kroq song very vague

Sorry if this sounds too vague but there was this one song that they once in awhile play during the Flashback weekends on KROQ when Richard Blade was still djing.

The vocals were female and the vocals sound soft of like Felix the cat. The background music sounds a little something like Rockwell's "Somebody's watching me" and Romeo Void's "Girl in trouble". I think the dj may have mentioned something like Sylvester, Felix, Cat on either the title of the song or band but Im not sure. I cant quite make out the lyrics because I cant understand what shes saying, its sort of a happyish spooky song that sounds like it could be used even as a halloween song kind of like Specials "ghost town". It could also be interpretted as a dance song
