help ID this TV movie

I HAVE already tried this on imdb.com - but no luck.. I think this was a tv movie back in the 90s. This man awakens in his house, so he thinks it is until he goes outside to find himself inside of some kind of enclosed colony. he soon finds out that his friend or neighbor got caught up in the same deal because somehow he witnessed something this agency did.Anyway the find out they were in some kind of weird govt "protection" progam. Well they figure out this place is enclosed and this whole thing is bogus and they try to find a way out. during there escape attempt, theyre confronted with these tiny black RC helicopters. finally though, they manage to escape
