Hi jepstone, no clues except that it is pre 1983..

I have both english, italian and japanese records that sounds similar..!?!

I find it strange that a track like this one can be so mysterious?? It is a solid tune imo.

my hope is that someone maybe recognize the singer or "sound"

I think it's "For Your Eyes Only" by the Urban Verbs, from their 1981 album EARLY DAMAGE.
