Help identify a Euro-Disco? track, from the year 1988?

I'm so sorry that the clip is very short.. what I know so far is that , the video was Egyptian TV commercial 1988, where they used a foreign music for the background.. the music seems to be Euro or italo disco. but dunno who made it.
