I used to hear this song on KJET in Seattle. New Wave of the jangle and harmony power pop persuasion.

The refrain went something like this:
"[something something] but I don't care
'Cause I see Donna everywhere."

Ring any bells?

"Donna Everywhere" by the insufferable Too Much Joy. I think it's actually from the early 90's; I remember this one being played a lot on the local "Modern Rock" stations.
