APB was most certainly a funk driven stripped down guitar/ bass/ drum band who hailed from Scotland.

the talking heads had probably the firmest roots in funk that i can think of i mean theyve had bernie worrel keyboard player for p-funk on tours and in the studio

i also think the cure had some funk influence especially on there upbeat songs like why cant i be you and hot hot hot i was actually pretty shocked to find out there was no horns on those songs just synthesizer[:o)]
