I always thought Stewart Copeland was the best.
His sound is very distictive. Even when I first heard "Dont Box Me In" by Stan Ridgway from the Rumble Fish Soundtrack, I could tell who was on the drums.

Phil Collins would be my second choice.

Its tough to decide on who was the best during the Eighties. Here are a few of my favorites.

Neil Pert - RUSH
Gil Moore - Triumph
Stewart Copeland - The Police
Steve Smith - Journey
Paul Kersey - Max Webster

Hey Ben might of needed to make a destinction from "Drummer" and "drum/percussian programmer" I always like yukihiro takahashi from YMO. Warren Cann from Ultravox did both rather well.

Somewhere between Stewart Copeland, Stephen Morris and Larry Mullen Jr.
Phil Collins is also a great choice. [:D]

Like Oneno already noted, Yukihiro Takahashi comes to mind, as well as Karl Bartos (Kraftwerk) for obvious reasons, and the late great Tony Thompson. Listen to "Some Like It Hot", Robert Palmer's "Riptide" or anything by Chic and you'll see why he should top any list of great drummers.

Drum programmers is an interesting topic--Didn't Ian Craig Marsh do most of the drum programming for Heaven 17? I was always impressed by the complex rhythms in their early LPs

Steve Morris of New Order/Joy Division, especially as he was always one of the ones combining played+programmed drums.
a shout out goes to Dr. Avalanche as well, the legendary drummachine of The Sisters Of Mercy.
