So just what is Italo Disco?

Listening to Doctor's Cat "Feel the Drive". According to Discogs, it's "Italo disco". Sounds like super-obscure synthpop to me.
So what is the classification of Italo disco? Is this the true last gasp of the disco genre? It sounds too 80s to be anything reminding me of disco(no extensive wah wah bass, etc).
Weird, I look into this genre, and suddenly everything becomes parallel universe on me.

ItaliDisco was pretty much 70's disco done all electronically. Not necessarily from Italy, but usually of European origin. It also went under the name "hi-energy".

The most addictive music ever in my book at least. I've been collecting it along with New Wave for over 20 years and I can never get enough of it. A lot of the 12" singles are fetching $30-$200 on Ebay. One single went as high as $700. In my opinion,

I'm a big fan of the NOIA reissue on the Ersatz label as well.
