New Wave Outpost Forum

Can anyone tell me when the song by Chapter 12 "I Don't Know How to Act" was released and what album (if any) it was on? I taped it off the radio about 1980. I find only one mention of it on the internet -- on a radio playlist dating just a few years ago.
