Was it LA, New York etc.... My vote is for Denver.

Definitely Boston(for the urban rock of Willie Alexander,Rich Kids,Modern Lovers etc)and Los Angeles(for having some great first generation punk rock labels with eclectic sense like Dangerhouse,Posh Boy and BemisBrain).

LA for it's amazing diversity (X, Germs, Go-Go's, Blasters, Oingo Boingo) but also Athens, GA merits attention (Pylon, B52s, REM, Method Actors, Love Tractor)
