punk song

I heard a song the other day but cant remember the name or the group. I remember it was an 80's punk band and the song consist of some guy talking about tragic world events (war, economy, government) he's saying everything "matter as factly" and there is someone in the back roud getting scared everytime the speaker says something new. Anyone have any clue to what this is.

Unfortunately,I dont have an mp3. Motors is correct that it's the DK'S. Here's a link to the cd on Amazon. I got the band/song mixed up thats all :
