In my opinion, the torture issue has never been about waterboarding. Waterboarding, abhorrent as it is, is just a diversion from the core issue-- which is the psychological maiming of prisoners. As long as everyone is busy debating over a single nasty technique, a whole range of unethical techniques are quietly being used to shatter the psyche of detainees.

With Bush & Co, virtually anytime the national dialogue and pundit class is chattering about a topic, it's because that's what they want you focused on so they stay one step ahead.

To take it a step further, I don't think any intelligent person would think the issue is even just about torture itself for that matter. My implied point is that the Bush administration seems so morally bankrupt and disingenuous in so many of its behaviors that the US is as bereft of integrity now in the world as it's ever been.
