I second Marie3's vote for October...it captures the mood very nicely, and I also go back to it every year. (BTW, there is a nice live version of it on the newly released Under A Blood Red Sky/Live At Red Rocks reissue.)
My list would also include Oingo Boingo's "Skeletons In The Closet" compilation cd. The whole album sounds like a good Halloween party!
