can anyone identify this?

This song may be impossible to identify with the scant info I can give you, but here goes.

First, I haven't heard the actual song in a long, long time, but the stupid tune has been stuck in my head for months.
The song is from the post-punk era, I'm fairly certain; 79-81 probably.
I thought it might have been Jona Lewie, but after many searches of his stuff, I come to the conclusion that it's not.
Song is sung by a male.
Has the line "Tetuan is nice this time of year" or something very similar.
Something about customs or border guards? Maybe I'm mixing up two different songs?
The chorus (rich analog synth playing the melody; vocal follows the melody):
duh DUH duh, duh duh duh, duh duh duh duh DUUUUH
duh DUH duh, duh duh duh, duh duh duh duh DUUUUH
duh DUH duh, duh duh duh, duh DUH DUH DUH DUUUUUUUHHH, duh duh duh DUUUH

Thanks!

Sounds a lot like "Freur - Doot doot" to me:

no 'doot doot' in the song I'm thinking of. Thanks though.

no, that one I know, but thanks

The singer's voice is very similar to Jona Lewie, and the synth in the chorus is very similar to the synth in 'Kitchen at Parties', which is why I thought it might have been by JL. But apparently not. Unless it's something so obscure that it doesn't show up anywhere.
