Agree on Kraftwerk, also Be-Bop Deluxe/Bill Nelson. As for Costello, personally, I never really personally thought of him as new wave, not sure but I thought of him like I thought of Jim Carroll, Tom Dickie & The Desires, Scott Wilk And The Walls, definit

Definitely Jonathan Richman and the Modern Lovers. Also, a lot of those sixties garage bands played a part - The Troggs, Dave Clarke 5, MC5, etc.

Sparks have to fit in here somewhere. It's possible they helped create new wave and power pop in the same stroke and their debut album came out in the first half of the 70s. I gotta go with:

1. Kraftwerk
2. Roxy Music
3. Sparks

Buffalochips has the best list, in my humble opinion. All 3 of those bands were hugely influential on nearly every band that came out in the late 70's and early 80's.
